CHINATOWN / NORTH BEACH

The Chinatown / North Beach Cluster is comprised of Kai Ming Head Start as the Cluster Coordination Partner, APA Family Support Services (the lead fiscal agency of the APIFRN), Asian Women’s Resource Center, Chinese Newcomer Services Center, and Wu Yee Children Services. The five agencies have expanded their programs to provide family support services, case management, child care, pre-employment training, computer classes, and Parent Education workshops for families with children 0 to 5 years of age. These agencies have demonstrated a long history of successful service provision to the Chinatown/ North Beach API families.

APIFRN Partners, APA Family Support Services (APA) is the lead fiscal agency; and provides the following
services: Culturally and linguistically appropriate early identification and intervention services to high-risk
Asian and Pacific Islander families; in home support services to provide infant care knowledge, parent
education, health services, psychological assessment, supportive counseling and referrals to appropriate
community resources. APA also oversees a 6-language crisis hotline for monolingual Asian families. With APIFRN funding, APA Family Support Center now provides drop-in child care services, support groups and parenting classes. As lead/fiscal agency, APA provides the overall coordination of Network services, and employs a part time program director, a full-time case manager and a full time coordinator. Asian Women’s Resource Center

Asian Women Resource Center (AWRC) provides transitional housing for low income women, counseling for new immigrants, parent-child development workshops, parent education, infant, and toddler classes to families in the Chinatown and other SF communities. With APIFRN funding, AWRC has implemented a Pre-Employment Training series for women that includes child care services for children ages 3 to 5 years old.

Chinese Newcomers Service Center

Chinese Newcomer Services Center (CNSC) has been providing employment and job placement for newly arrived immigrants in the Chinatown community. As an APIFRN partner, CNSC provided computer training classes to over 30 API parents

Kai Ming Head Start

Since 1975, Kai Ming Head Start (KMHS) Program has been serving Chinatown and North Beach Communities. Through ongoing collaboration with parents, Kai Ming provides comprehensive quality services for children 3 to 5 years of age. The curriculum is designed to meet each child’s individual needs and the teachers are trained to provide a variety of learning experience to foster intellectual, social, emotional, and physical growth. With APIFRN funding, Kai Ming provided additional parent education workshops for API families.

Wu Yee Children’s Services

Wu Yee Children’s Services (WYCS) provides full day infant and preschool child care at four sites in Chinatown and Tenderloin communities. These services include child care and family service information
and referral, parenting Education, parent education play groups, child care provider education in service training and support services. With APIFRN funding, Wu Yee has provided two training fro APIFRN partners to utilize the Asian Pacific Islander Parent Educational Series (APIPES) curriculum at their sites. These workshops provide trainers the skills and resources to teach parents to understand child development issues., learn alternative discipline practices, and culturally sensitive parenting skills.

RICHMOND / WESTERN ADDITION

Coordinated by the Richmond Area Multi Services (RAMS), the Richmond/Western Addition Cluster of the APIFRN provides family support services to API families in the Richmond and Western Addition/Haight-Ashbury communities in San Francisco. RAMS, the Korean Center and Nihonmachi Little Friends have long established track records of working with Asian Pacific Islander families in providing mental health counseling, youth services, and child care. With APIFRN funding, the Richmond Cluster expanded program services to include parent education workshops in Chinese, Korean, and Japanese languages, cosponsored training, and cultural celebrations. RAMS also provide clinical case consultation for APIFRN partners.

As the Cluster Coordinating Partner, the Richmond Area Multi-Services (RAMS) agency provides the coordination of cluster activities and mentoring for partner agencies. Founded in 1974, RAMS provides a wide range of treatment modalities for all age groups: individual and group therapy, case management, couple and family therapy, psychological testing, psychiatric evaluation and vocation training. RAMS has worked closely with many of the APIFRN partners and has provided outreach and preventive services at Network sites. In addition, RAMS provides clinical case consultation for Network partners working with at-risk API families.

Korean Center, Inc.

Well known for providing employment and training services to the Korean youth community, the Korean Center offers additional services including computer, ESL, and citizenship classes, and a nutrition program. With APIFRN funding, Korean Center has expanded its services to provide parent education, case management, and outreach services to families with children 0 to 5 years of age.

Nihonmachi Little Friends

Nihonmachi Little Friends (NLF), located in Japantown, has provided multicultural child care to the community for over 20 years. The child care program develops the child in all areas (cognitive, social, emotional, physical, and linguistic) and incorporates Japanese bilingual/multilingual activities throughout the day (such as music, stories, group time, art, and celebrations of special holidays). With Network funding, the agency provides parent education workshops, and bimonthly parent respite nights for families in the community.

SOUTH OF MARKET / MISSION

The South of Market/Mission Cluster provides family support services to Asian/Pacific Islander families living in the South of Market/Mission area. The community of predominantly Filipino families, newly arrived immigrants, and young parents have numerous needs that are addressed by the three APIFRN partner agencies: West Bay Pilipino Multi-Services Center, South of Market Child Care is CCP, and South Of Market Health Center. With APIFRN funding, the agencies have provided health consultation, parent education and support groups, case management, cultural celebrations, and immigration assistance to over 100 families and children.

West Bay Pilipino Multi-Service Corporation (WBPMC) provides social, health, legal, and economic services to children, youth, and families with a specific emphasis on the Pilipino population since 1977. With APIFRN funding, WBPMC has provided coordination and case management services to Filipino families with young children and has implemented a Teen parent Support Group. As the Cluster Coordinating Partner of the South of Market community, The South of Market Child Care (SOMCC) program has been providing child care and family support to the families in the South of Market community for over 25 years. The two SOMCC family focused sites provide parent education, parenting support groups, mental health, and social services. With APIFRN funding, SOMCC has been able to offer 2 series of Parenting Education Classes in Tagalog and case management services.

The South of Market Health Center (SOMHC) provides medical services to the families and children of the South of Market community. These services include family health services, dental clinic, HIV testing/care, and community health education, public health nurses, drop-in nursing, and pregnancy counseling. The APIFRN funding augments their health consultation to Filipino parents with young children.

NORTH OF MARKET / TENDERLOIN

APIFRN partnered with two agencies, Lao Seri Association and Vietnamese Family Services Center to provide social services assistances and referrals, translation, citizenship assistance, domestic violence education, and API hotline coverage to families in the Tenderloin community. With APIFRN funding, the two agencies serving Vietnamese, Cambodian, Thai and Laotian communities now are collocated in the heart of the Tenderloin community. Since the creation of the joint office, there has been a 50 % increase of families utilizing the culturally sensitive family support services available. The APIFRN funding has provided parent education classes for families with children 0 to 5 years of age and additional social services in the Cambodian, Laotian, Thai and Vietnamese languages.

The Lao Seri Association (LSA) emphasizes mutual assistance and community development for the Lao community. The agency provides crisis hotline coverage, translation services, and domestic violence education. In its first year as a Cluster Partner, this program provided parent education classes and crisis intervention to over 30 Laotian families in the Tenderloin community. As Cambodian Family Services of San Francisco step out of the cluster, Lao Seri Association has step in and been providing services to Cambodian families in the Tenderloin community.

The Vietnamese Family Services (VFS) provides individual and family information and referrals, citizenship and ESL classes, translation and API hotline coverage. With APIFRN funding, VSF has provided parent education classes and drop-in services with over 50 families participating in the program.

VISITACION VALLEY / BAYVIEW-HUNTER’S POINT

Located in the southern part of the city, the Visitacion Valley/Bayview/Hunter’s Point cluster provides Family support services to the large Asian/Samoan communities in these neighborhoods. Family Connections is the Cluster Coordinating Partner and coordinates the activities of the cluster partners: Samoan Community Development Center. Soul’d Out Productions, and Visitacion Valley Community Center. The cluster partners provide child care, educational tutoring and assistance, parent drop-in services, counseling, and case management. In the first year of implementation the cluster provided parent education classes in Chinese and Samoan languages, cultural celebrations, case management, and crisis intervention for API families.

Family Connections (FC) provides pre-kindergarten child care, parent drop-in, ESL and nutrition classes, a legal clinic, after school programs, Saturday Chinese School, Computer Training, Job Clubs, and Individual and Family Counseling. Located on San Bruno Avenue in Portola Valley, the Family connections offers much needed services and has become an integral part of the community. With APIFRN funding, Family Connections was able to provide Chinese parenting education classes and augment its parent/child programs.

Samoan Community Development Center

The Samoan Community Center Development Center (SCDC) shares office space at McLaren School and offers housing assistance and immigration services to the Samoan families in the community. The site provides after school program, youth services, and housing assistance. SCDC provided parent education classes, outreach and information referral services to over 30 Samoan families during the first year.

Soul’d Out Productions

Soul’d Out Productions (SOP), a new member of the cluster, provides recreational and support services to Samoan families. The program also provides educational activities to Samoan youths in the community. With APIFRN funding, SOP will expand their parent/child activities and outreach to Samoan families with young children.

Visitacion Valley Community Center

The Visitacion Valley Community Center (VVCC) has been providing support resources to families in the Visitacion valley neighborhood for over 20 years. The program offers a variety of services that include a child care program for children ages 2-12 years of age, parent education classes, cultural celebrations, and emergency food assistance for low-income Valley residents. The APIFRN funding enables VVCC to provide more bilingual information/referral services and parenting workshops to Chinese parents. Languages: Chinese, English

Specialty Resource Partners are agencies who help expand APIFRN’s ability to provide high quality services because of their particular areas of expertise. Specialty Resource Partners plays a significant role as any of the other partners to APIFRN; participate in the development of family support and referral services for API families & children when necessary; Provide expertise, as needed to the NRC and CSC, in matters impacting the APIFRN program to include planning and development, implementation and evaluation to ensure comprehensive services are appropriately provided for API families; Offer workshops and training for APIFRN partners as necessary and feasible in their fields of expertise. Share information about APIFRN and its member agencies with clients and other organizations.
